Without the ABS, the tires will simply slip ahead because the break has completely locks them down. Once the tires slip, it becomes a pure friction between the road and the spot of the rubber that touches the road. With ABS, the tires are in a stop-rotate-stop circle. This leverages both the friction of the rubber, as well as the grasp abality created by the threads on the tires. With the tires rotation speed decreases, the force of the friction increases as a function of time. So the more speed you start with, the better breaking distance you will have. I've seen the breaking test from Chevy for the same car with and without the ABS before. That's what I learned from.

It's true that the situation is not always straightforward. But I think I've written more than what that URL has said, and warrants a better clarification. :-)
