Based on my understanding: you case belong to alteration of small building, you are required to obtain BP prior to site construction.
How to get BP:
Need person or company with BCIN: must pass OBC small building exam and Plumbing exam. Also must have at lease 1/4 million liability insunrence.
Not necessary to ask P.Eng. or Architect to do so.
That means no matter firm or peson, he or they must spend at ten thousand dollar for premium /per year, you can see, things NOT go easier than last year.
This is required by OBC Act. this is law.
