I know some people got jobs after 2-4 month's training. Some of them are diligent and work very hard, so after some time they become mature programmers. On the other hand, some of them keep fooling the employer and themselves. These guys jeopardize the IT industry.
However, the present shakeout of dot.coms has its own reason:
Overheating during the past years.

I can train 70% of housewives into an entry-level programmer. However, I cannot
improve their English. Without a strong language ability, you cannot find an IT job even you can explain Java basics in Chinese as fluently as I do in English. People may fire you at an excuse of commuincation problem. For Chinese, English is more demanding than Java, Oracle, DV2, C++, Javscript, whatever technology is. For those who want to become an IT professional, you must improve your English day in and day out.
Never stop learning. I can browse 200 pages documentation within 4 hours, but I am still learning.
