我也认为是 per household， 而不是per dwelling。奇怪的是我居然在一家权威的课本上看到了这条 ONE DWELLING RULE. 还是那句话，写在书本上的不等于权威，大公司做出的事也有很多错的一样吧，呵呵。
一个Dwelling 里可以有好几个 household 吧。
