I personally prefer Dreamweaver...

Both FrontPage 2000 and Dreamweaver 4 are powerful. FrontPage is a little more user friendly. But the reason I pick Dreamweaver is that it never generates garbage HTML code like FrontPage does. Dreamweaver keeps your source code clean and neat. It makes the maintenance of the pages a lot easier. Dreamweaver also has better support for Flash and Fireworks because they are all from Macromedia. After all, it depends on the nature of your project. If the homepage contains only text and GIF/JEPG graphics and has no dynamic content, I would probably write the plain HTML with Notepad. If you are going to write ASP, FrontPage is the better choice.
