I guess you are meaning DSL. Ads said it's 30 times faster than dial up access and u can make phone call while online. about $40 per month. but not for everywhere in greater toronto area.

DSL is very good, but expensive too.
I heart about cable yesterday, it cost 20 per month, but I still can't afford it right now.

No, cable is not cheaper at all. You have to have basic service($20), then 40$ for internet access charge.
