We have two PC used as clients(windows 98) and a server running Linux, which you can get for free from the internet. Linux comes with a firewall(ipchains). All you need is proper setup. It works very well for us.
Forgot mention, you need a hub too.

Those cable/dsl routers are cheaper than the lowest end of machine you can get nowadays. It is definitely cheaper than buying a machine that can run Windows 2000. So what's your point.
