确实是义务嘛，没错啊。只不过是有义务去接受教育，没说是国家义务免费教育罢了。君不见不去上小学初中，监护人会被处罚的吗？不要搞错了。

It should be 9 year free education.But I think the article enlarge the number. I don't think my parents spend that much to raise me. Even the money in university it say charge more about 17k rmb. But I only spend that much in my college.
