I told them I have to stay outside Canada to complete my work, and my new job in Canada will start in Januaray 2002 (I enclosed the offer letter).

you can send your application to the Embassy in beijing, or you can send it to Immgration office in Canada. if you are in toronto, just send it to Scarborough office.
