if you want to slow down when it is at the 4thspeed. you just step on the break to slow down the speed with neither clutching in(separater the clutch gears) nor moving down your speed-handle. I never use the clutch until the speed slows down to below 20-30km/hour. then step the clutch in to separate it, continually keep the breaking, meanwhile, move the speed-handle to free to stop or lower one to keep speed or speed up.
I don't think that you must move your speed handle frequently to fit your speed when you keep breaking it at a considerably high speed.

but one more question,even if u using 4 gear u can slow down to 20km without clutch in?will that hurt the engin?

your engine slows down to 700-800 r.p.m when the gear at the 4th and the speed of your car is at about 20-30km/hour. the data may be not exact, but almost.
so, it means that your engine is just at the free r.p.m (DAI4,SU4), no harm to it.
vibration occurs when the twisting force of enginer is not strong enough to hurl the car. almost all "XIA LI", "AOTO" .....

and some small domestic cars are always vibrate when pushed the speed handle in and released clutch to run. but never heard about that their engines were demaged by those. so, I think it's no harm if you don't do over vibration....anyway, clutch in when speed slows down to relatively low(20-30km/hour) but before the vibration. somewhat difficult, but you are going to be able to catch it after some practice.
Actually, when driving in downtown, you can always engage the gear to 2nd, then use the clucth and brake to control your speed.

Don't worry about your engine and transmission, they aren't supposed to be demaged so easily. One of my native workmate told me that experience. I tried it when I went to Montreal(bad traffic there), and it worked. Hope it is helpful for you! Enjoy your standand car :-)
