u should use and keep the highest resolution. only in case u want to send via inet, u can use acdsee to resize.otherwise, don't do that.

1023x768 is pixels,a kind of image size.
the best resolution for e-mail is 72pixels/inch.
save your picture as TIFF first then use photoshop to open it
