I am a PC dummy, but I tend to guess it is Random Access Memory (RAM) problem.
Could be the CPU doesn't recognize RAM capacity fully. For example,

CPU only recognizes only 30 of totally 128 Meg, so reports Resource shortage.
I think the RAM should be 128M SDRAM. The compatibility of this kind of RAM is very subtle.

Possible. The user may have run some applications which keeps on
taking up memory. Not sure if he installed some Chinese version of
-wjiang(wjiang);
