I already did everything the support asked,reinstall every network property and adapter,protocol,it still cannot work,i am sure problem is from Rogers itself.

Did you cut the modem's power off? I am using shaw@home, and have problem each time the modem is reset. They don't have better service than Rogers, I bet.
