There ARE lots of volunteer co-op jobs, the main purpose is not making money but obtaining so-call Canadian experience. Generally when the co-op is finished, the worker may get hired by the same company.

As far as I know, you have to pay money to hire coop student. Coop is different with volunteer. The thing happen here is that somebody want to hire new immigrants who want to get canadian experience for free.

I don't think it is legal. Volunteering works are often non-profit. But this one seems different.
However, employers trust those co-op students which are organized by governmental institute. For co-op opportunities organized by private institute, there's not much effect for your job seeking.
