Start->settings->control panel->Regional options. At General tab, check the box beside 'Simplified Chinese', click 'Set default' button.

click OK. Reboot the machine. That's it ! I don't know how to do it in WinXP, I guess it is similar.
not same: My Computer > Control panel > Date, Time, Language and Regional Options > Regional Options > Advanced >在下拉菜单里面选择 Chinese(PRC). Apply & Reboot

XP和2K一样,支持多语言界面。装汉化包只是汉化了菜单选项和帮助文件,用处不大

You don't need NJStar for displaying Chinese. Just set your Language and Regional as Simplified Chinese. Also, the WIN XP DVD or CR-R includes IMEs for East Asian languages

But I am not familiar with MS PINYIN. Inputting Chinese is still a problem. I cannot find a software for "Wu(3) Bi(3)" inputting.
