I plan to land and begin to hunt for an apartment to live in. I don't understand meaning of the ad words.

"Renovated 2 bedroom basement apartment. Seperate entrance, utilities, parking, cable. $850!!" ---Does it means that I don't need to pay the electricity, water, sewage, heating, parking and cable?
