I think Seneca is good for CS and Centennial is good for tele-communications. (Maybe I am wrong). For you., I don't think it's necessary to go to college.

Chinese students always stick together in the college to help each other. And lots of teachers come form india. So improving English in colleges is limited.

Co-ops, which also require good english communication skills, are not easy to get. But once you have, it is very helpful for your future career.

I used to study at Seneca. At that time, companies will come to school for co-ops. You have to meet certain requirements (good marks and good in English) to get an interview. Not sure if it changed now.
