知道即使主语后有as well as ……，谓语动词单数不会因此变化，但这儿as well as 是修饰主语吧，主语的单复也不变化？

In my opinion, there's a THAT omitted before FOR FOOD. So THE USE is only FOR DECORATION.

THAT indicates another THE USE. "the use ... for ... as well as (the use) for ..." or "the use ... for ... as well as (that) for ..."
