What do you mean why? Sound like my niece...I am not sure about the Consulate or Embassy in Canada. I suppose you can always bring it and consult in person if there's no website or phone number.

If you're in China, I think it's better to get it translated and notarized before you sent it to the Embassy. Sorry for the confusion.
