That way they can get more applying fee. So many people have good TOEFL score and even GRE. Your chance is very little.

How about your GPA and Computer Sicence background? I think if you have other strong points you still can have a try.

The minimun admission requirement of CS dept of UoT is 580, TWE 5.0. I guess most of the successful applicants must submit the TOEFL score over 620
