EMP courses are not very good. But the MBA courses seems OK. The program requires half MBA credits, half EMP courses. However, you can take EMP courses in CU or other program in OU.

I think it fits the best to someone who have work experince and knows what he/she wants to learn from the program. As the reputation, I guess 80% of Canadian Universities have similar reputation. Don't take that too seriously.
Plus, I think the program is mostly for intermediate level management. So career wise you may want to see if this fit your personal goal too.
If you have a job and want to learn something from the program, that is not a bad idea cauz it shares many courses with MBA.

However, if you just want to find a job with a degree from this program, you'd better apply for other programs, such as EE, Accounting, etc.
And I don't think you can get offers from EE and Business program as your scores are poor.
