    我第一次申请失业保险金，事情并不一帆风顺；兼之我个人经历也比较复杂，这样申请就有许多不一般之处。感觉加拿大也并非十全十美，许多个人利益经过斗争后才能得到。因此我把它写出来，让后面的人可以借鉴。

    2001年11月，老板把我解雇了，原因是9.11，鬼才相信。不过我倒是没有悲愤， 因为我时刻计算着我的工作总时数(Over 910hrs)，实在是不想干那种体力活。于是第二个星期便去了Human Resources Development,填写了EI 申请表。再申请之前，我读了一个星期的LINC, 以为可以不必申报。哪知EI 的起始期是从失业那天算起的，不论你多晚去申请。所以等我拿到工作汇报表一看，傻眼了，不得不老老实实去向Insurance Agent 说清楚，填了一个培训表。所以别自作聪明，老实点吧。

    由于卡尔加里的通讯工作实在不好找，于是我就在十二月搬到多伦多了。EI 可有麻烦了。 我虽然在到多市的第二天就去了St. Clair Street Human Resources Development 汇报了我搬家的事，但一连等了二个月，工作汇报表一张也没有寄来。这其中我去了该中心不下三次，每次Agent 都不能在电脑上看到我的信息，说是亚省的资料没有传过来。他们也说不出什么时候会有结果，也不肯去查到底出了什么问题。正常来说，顶多一个月就可以了，我的一个朋友就是如此快。我曾经打过电话，但人工服务台总是忙音，你就别想找Agent 了。 我还想过打投诉电话，但电话号码都找不到。无奈之下，只好分别写信给了Calgary and Alberta Human Resources Develop.写完后大约一个星期， 卡市给我回了一封信，说档案已经转过来了，我猜测是我的那封信起了作用。所以，到底是多市的HRD官僚还是卡市HRD官僚，我没有深究。钱有就行了。

    接下来，多市HRD安排了一天的培训，教你怎么找工作等等。

      • when you go to the orientation HR department held for EI, they will assign a counsellor to you, then what you plan to do should discuss with your counsellor. For training issue, which kind of training you want to take -lazycat(沧海一笑); 2002-2-28 {63} (#384586@0)
        should get approved by HR. otherwise, they will not pay for it.

        When HRDC pays you EI, you should keep looking for job every day. You can take some related courses, but you need to get approval first regarding the following:

        1)Your training hours are more than 10 hours a week although you pay off all the training fee by youself or free study courses.
        2)You want to attend some training class coverd by HRDC. After you talk with HRDC counsellor and are granted, he/she will introduce some training school to you in terms of your profession, and assume this training will benefit you to find job quickly. Sometimes, you maybe required to take some tests before you enroll. How much money will HRDC cover? That depends on your family income, and deductible amount is different.

          • For sure! You don't need to get approval from HRDC if you pay off your tuition by yourself and your max class hours is 10 for a week. -huayu(huayu); 2002-3-1 {413} (#386613@0)
            When you claim your bi-weekly report through telephone, you just report your training case and it doesn't affect your EI any more. Taking English course benefits you to improve your English anf find IT job quickly. In fact, nobody cares what kind of couse you take as long as you meet the above two requirements. Otherwise, you need to talk with HRDC counsellor first, and to read my previous post.

            • Thank you, huayu! That's the key. I do not want to "pay off your tuition by yourself ". I hope the EI pay my tuition fee for me. For example, there is one "public communication course" need almost $2000. -howru(How are you?); 2002-3-2 {162} (#387301@0)
              Is it possible for me to take it free?

              I hope I can get the EI benefit to improve my English. Some people say it is impossible because I major in IT.
