(http://www.openbsd.org) on a low end PC (even 386 with 500M HD) as a very secure dedicaded firewall. And by using NAT (Network Address Translation), one modem can support hundreds of PC surfing internet.
The only thing is, if you are not familiar with unix (esp. BSD unix), it's going to be a tough job to do. Well, setting up a firewall has never been an easy job to do anyways.

Sympatico drops your line when no packets transmits more than a certain period. To keep the line on, I send ICMP packets to an internet IP address every 180 seconds, 24 hours a day.
