      1. both of them ignore you for your resume is not attractive to them
      2. one of them recommend you to company A; another does nothing.
      3. one of them recommend you to company A; after days, another of them recommend youto company A as well. then A will tell the later this guy's resume has been sent ... that's it.

      All the bullshit about duplicate send come from agency who dislike to be disturbed too much.
