          九、公安机关在批准颁发护照的同时，附发出境登记卡。出境登记卡的出境事由分
          别填写“定居”或者“短期出境”。持“定居”事由出境登记卡，不论获得何种签证，
          即可出境；持“短期出境”事由出境登记卡，获得长期定居签证的，提交所在单位同意
          的意见，即可换发“定居”事由出境登记卡。

          领取护照后首次出境前变更前往国的，凭签证换发出境登记卡，无须提交其他证明
          材料(不含限一次出入境有效的护照)。

          十一、本规范自一九九六年十二月一日起实行。
