try to get some reference letters to prove you have strong abilities to do research for your graduate study. And better take GRE, which can be a good asset.and is required by many EE departments
But considering the silicon-valley in Ottowa, you can easily find a job in high-tech company in Ottowa, so go for Carleton is a good choice.

Carleton should be easy. I know a friend who get funding of Carleton, but she still came to Queens's for partern 2 without funding. As to her
opinion, Carleton is easy to get admitted

Sometimes you can go for preparing student of master program which will ask you to take several
undergraduate courses first(you can transfer most
of the credit). Maybe easier.
