I think you should contact the visa office immediately and directly, Providing proof of your Identity, e.g. photocopy of your ID card, passport as well as LP of your other family member.

you need to call the canadian consulate and try to make appointment with them. I am sure they will need to interview yourself to make sure you are the real person who got the landing paper.
