As I know, French education is never a shortcoming for kids. Because most French schools have English courses from Grade4 or 5 and many kids become bilingual later.

I remember Montreal High School(at sherbrooke and
university, next to McGill) offers very very cheap ESL courses. In fact such courses at any CEGEP(colleges) are cheap too. FSL is free at immigration center and CLSC.
