nobody can answer this question 'coz it heavily depends on how much you want to pay and what kind of environment you like. but u can book airticket as early as u can and try to avoid peak season for Xmas.

I am not rich just as most of the new immigrant. So maybe low price is most important, no matter the location. And by the way, if the 移民接待站 is not reliable, how about the price of hotels or motels. Thank you!
