I think it isn't realistic that one can substantially improve his spoken English by free means. Because few foreigners are interested in learning Chinese and willing to talk with you without being paid. On the other hand, majority of Chinese English speakers is tending to talk with others whose spoken English is better.

Taiwan. They are graduate of famous American Universities and MBAs. I believe their accents or pronoucation is very bad, but they are fluent and they could be understood by native americans.So fluency is not pronunciation, just speek continuously and quickly while others could understand you.
