Summer and all-season tire rubber hardens as temperatures drop. As the rubber hardens,

traction-loss increases. By about 14 degrees below zero, all-season tires have lost the majority of their grip.

Winter tires do the opposite — their rubber compounds actually gain grip as temperatures fall. The magic cross-over temperature when all-season tires and winter tires have the same grip on bare pavement is about 7 degrees C. That is plus 7 C, folks, the temperature we are encountering regularly these days.
