I am the same situation with you,you only send email to tell the officer that your wife and baby are not going to accompany you to Canada this time,and he will say to you "if so ,not landing fee", but you may be asked to signature the Separation Statement ,which is a form mailed by the officer. by the way, I applied in Hongkong.
