I think more importent is that you are applying a C++ position, instead of a DBA. So it is enough that you know what PL/SQL, SQL*PLUS, SQL*NEt is. They want to hire a C++ developer not a DBA.
By the way, Agencies never give me any help when I was looking for a job.
