From my experience, American officers(most of them are men) are handsome, nice and much more relaxed while Canadian ladies are more masculine, tough and bureucrat.
So it depends on different cases. It's nothing about discrimination but the principle of the immigration laws.
We don't need to abstract it as the characteristics of the custom of a certain coutry..
