The City of Toronto's Green Bin Program does not require or promote the use of biodegradable plastic bags and are prohibited as mentioned in Toronto Municipal Code Chapter 604,

Packaging. Biodegradable bags to line the bins do not provide a significant advantage over regular plastic bags, since the bags are removed early in the process so do not go through the process for degradation.
