联邦保守党爱静阁选区候选人选举在即,卖假党票指控浮出水面 Allegations over bogus memberships surge in Agincourt as Tories MP nomination race looms large

Recruiting new members to vote for a candidate is key to winning party nominations for provincial or federal elections. While Conservative party rules stipulate that memberships not be given as gifts, many candidates allegedly covered the fee for new members, according to a CBC article.

《大中报》收到三个不愿意透露他们姓名的读者的投诉,指控爱静阁选区联邦保守党提名候选人胡商在招募新党员过程中向党员退还党费,包括将$15元现金退还给通过支票,汇票或信用卡形式缴纳的党费的新党员。胡商否认《大中报》转交的所有投诉,表示这些指控缺乏直接证据并无法被法庭证实。

Three different sources who do not want to be named in this story alleged that Sean Hu, a nomination contestant for Conservative MP candidate in Agincourt was trying to sign up new party members by paying/reimbursing membership fees to members – including giving $15 cash after members paid through cheques or credit cards. Hu denied all the allegations after Chinese News passed the complaints to him, saying that the accusations lack direct evidence and that they are unable to be proven in court.

“These allegations are simply untrue,” says Hu.

卖假党票丑闻在加国政党中似乎屡见不鲜。今年5月的省选中,省自由党曾发表一段录音显示道格福特曾为确保其选区省保守党候选人出线提名而出售假党员身份。

Membership buying scandals appear to be common among political parties in Canada. During the provincial election campaign in May, the provincial Liberals released an audio recording featuring Doug Ford allegedly trying to sell “bogus memberships” to help secure the nomination of a PC candidate in his home riding.

“免费入党啦!你不需支付一分钱!”在录音带中传出道格福特和选区候选人的吆喝声。

“It "won't cost ya anything" to sign up,” Ford and the riding candidate can be heard telling residents of Etobicoke Centre in the tape.

福特曾否认这些指控,该选区落选者曾对选举结果进行上述但被驳回,因为购买党票做法相当普遍。

Ford had denied the allegations, citing that the appeal by the losing contender got dismissed because membership buying practice was widespread.

省保守党老牌策划员John Mykytyshyn曾表示:“几乎所有人都干这事……我可以说90%的候选人做过这种事。“

“Everybody was doing it ... I’d say 90 percent of the candidates,” said veteran Conservative strategist John Mykytyshyn.

但如果这种行径不加以控制得以泛滥的话,则不但会影响公众对民主进程的信心,也会让参选者声誉不佳。

However, such a practice, if not restrained, would erode public trust in the democratic process and hurt candidates’ reputation.

怡陶辟谷选区居民Anne Eastwood向CBC表示:“上来就买党票然后告诉选民说,你选的人就是他/她…这简直是对民主选举进程的亵渎。“

“It is a swipe against democracy when you can just come in and buy memberships and… tell them This is who you are voting for,” Etobicoke resident Anne Eastwood told CBC.

许多《大中报》读者对这种行径也很看不满,表示看不惯。

The practice is also frowned up by many Chinese News readers:

一名举报者称“我们非常讨厌这种做法…..加拿大是法制国家,而我们最看不惯的是有些人把家乡的文化糟粕和坏习气带到这里来!“

“We contempt such a practice… We’ come to Canada because it is a country governed by the rule of law. The last thing we want to see is that Chinese Canadians have brought their cultural baggage or some fraudulent practices to their adopted country,” said one of our sources.

但尽管卖假党票趋势不断上升,爱静阁选区另外一名保守党提名候选人谭国成向《大中报》表示,他从未为党员支付/退还过党费。在其竞选对手胡商指控谭“在九月份士嘉宝一公园内的BBQ派对上曾保证向其支持者退还入党费用后,谭接受了《大中报》采访。

Despite the growing trend of selling bogus memberships, Allan Tam, a Conservative nomination candidate in the Agincourt riding told Chinese News that he has never, ever paid/reimbursed membership fees for members. Tam was interviewed by Chinese News after his rival Sean Hu accused that Tam “promised to reimburse Party membership fees for his supporters at a September BBQ in a Scarborough park” in an email.

谭国成在与《大中报》电话采访中表示:“我们从来没有做过如此保证……时常会有人问会不会退还党费,而我们的回答从来都是‘不退‘因为党章不准许……虽然拉新队员入党非易事,但我们从来都是告诉他们必须自己通过支票或信用卡支付党费……我的团队和我本人从来没有向党员退款…… 我是一名虔诚的基督徒,我从来都是遵守章程的。“

“It has never happened… People would ask for reimbursement from time to time, and we would always tell them that we were not able to reimburse because the party rules make it very clear,” said Tam in a phone interview with Chinese News. “Although It is very tough to recruit new members, we would tell them that they have to pay by themselves through cheques or credit cards… Neither my team nor myself have ever committed any reimbursement. As a Christian, I follow the party rules,” said Tam.

他在给《大中报》的电邮中写道:“我很愿意在此澄清我和我的竞选团队都未曾将党费退还给党员。这一点我们十分明确。“

He also states in an email that “I would love to clarify that neither myself nor my team has ever reimbursed fees to the members. We are very clear on this.”

胡商是在电邮中向《大中报》表示他的清白后指控谭有退还党费的做法。胡商还指控说有音频录音证实(谭做过如此保证),但至截稿为止未能向本报提供这一证据。
