Canadian University students all have opportunity to so called "work study". Work study is designed for students who do not have working experience to help them get employed easier when they graduate. In order to promote employers to participate the work study program, the salary paid to the students by employer is finally paid back by government. So, the employer has very little risk in hiring a work study student because it doesn't pay studnet at all. On the other hand , students get paid at 8 dollars per hour. It is not bad for a one who deson't have any experience.
My suggestion is: set up a " new immigrants work study program" for new immigrants, to help new immigrants set up canadian expeience.
