It's not easy to find a job for newcomer in small cities. But life in small city is really wonderful!

I think the follownig would be a feasible way:

Settle down in big city like Toronto first, when you get your first job and become familiar with the canadian environment, you can begin to search a job in small city. Once you get it, you can relocate to it and enjoy your country-style life!

I have a similar plan. :-)
