It is expensive to support the hospitalisation. As for medicare, I don't think China is better off. For example, I had to get all my teeth treated in China re-treated here - now I don't believe in any dental work done in China. As for Mt Senai Hospital, I am sure it is one of the best hospitals in Canada, considering the support from the world class U of T med school.
