It's very hard to understand people in different environment even if he/she came from the same environment. People is such a creature can't remember things long. They forget everything easily. One example is that when we live in North America for several years, we will critisized a lot about China. Almost all the people will forget why Chinese do the thing as that way. No one will study the reason, just say "oh, no, it's not right.". This is our common shortcoming. That US guy is so, too.

Don't care such nonsense. If he/she is in our situation, he/she may do illegal things. Who knows?
