Depends on what you want to do.

If you want to install Linux (not Linus) in a FAT32 partition, it is possible using umsdos (if I remember correctly) but I doubt major distributions will support it out of the box.

If you just want to mount a FAT32 partition from Linux, that is supported since 2.0.x days.
