but he did see some models which support both PAL and NTSC around China Town, while it's very expensive relatively (since only Chinese immigrants would purchase them). so I'd like to look for some PAL/NTSC convertor to sustain my PAL DV and NTSC TV as well.

there is another solution, if you don't have any VCR then you could try to purchase Samsung VCR which has such function like converting between PAL and NTSC. but I already carry a VCR from China which doesn't has such function.
