If you are sponsoring your spouse and/or your dependent children who are under 19,
unmarried and who have no children of their own, you do not need to meet the
financial test. You must still complete this form. We will assess whether or not your
spouse and children will be able to look after themselves financially without the need
for social assistance.

不过该条件等于说要求spouse有独立移民的能力。
