Can you select from the SMP_VDU_PRINCIPALS_TABLE (in particular, SELECT principal_name FROM smp_vdu_principals_table). This will give you the name of valid EM administrators.

If you cannot select from this table, you do not have a valid repository (in which case you can run the EM configuration assistant to create a new one).
