Certificate和Licence 有区别的。A few states will issue a certificate immediately upon passing the U.S. CPA exam. Accounting experience is generally needed for the issuance of the license.

It is important to understand that public experience is not always a requirement and many states allow accounting experience in industry. In most cases, foreign experience is considered. The difference between a certificate, versus a license, is that, with a certificate, a U.S. CPA can neither certify an audit nor attest to financial statements, although he/she can prepare them.
