My impression is that living cost is much cheaper in the Bay Area than Toronto/Vancouver except housing, if $1us = $1can.

Prices in Costoco:

babana 3lb ---- $1.69can ------0.99us
grounded pork 1lb -------$1.49can---------$0.99us
homomilk-------------$3.49can/4L --------$4.19 us/2gal
egg(exlarge)---------$1.89can/1doz --------$1.59us/1.5doz
very good pork & beef----------------------------------$ >=1.59us/lb (I never bought meat at costco in canada, as it is too expensive.)
cherry tomato-------$5.99can/2lb-----------$2.99us/2lb
most other things is 1.5 times in canada, the same as the currency rate.

Good made in US are more expensive than those made in Canada, of course. But usually I choose those made in CHINA, the cheapest in the market. The price is also 1.5 times in Canada.

But I do prefer to live in Canada if I could get an average income job.
Cheaper housing, nicer living conditions. Most of all, it is safer for Chinese people.
