I am currently a CS Ph.D. student in Univ. of
Waterloo. I had MS degree in China and three
years' working experience in China. Now I try
to make a choice between transferring to
the USA or applying for PR. Who can give
some suggestion?

I have already had my working experience notarized
in China. Do I have to submit letters of recommendation to indicate my working experience
as well, if I apply for immi.?
