It's because they have to worry about their licenses! I got a terrible experience in China.

I react to most needles. In china one time, they gave me Penicillin. After five needles, I started to react against the medicine. Then they gave me another five shot of something else to kill the skin reaction. They don't care. They charged me. But in here, I can sue them and the doctor will be need to worry about their license. That's why during normal circumstance, if they know certain medicine is right for you, they kind of stick to it. Because changing prescription involved a risk.
