Who knows how much percent of EE Ph.D students in U of Toronto and McGill can get Ph.D finally?

I know that there are a lot of EE Ph.D student in USA can not get Ph.D since they cannot pass desertation or qualify.Who has any idea about this in U of Toronto and McGill?How many years if I have already a MS in USA?Thanks.
