You can get the marriage liscence right away, then make an appointment with a churchman (they will give you a list of chruchman and cityhalls), invite your friends to attend the ceremony in any cityhall, after the ceremony, the churchman will sign a document for you, but it's not a formal Marriage Certificate, you have to order one after a pieriod of time(i forgot how long, might be 2-3monthes?) after you get married.
